Narrative
At 1:00 am , Sat 1/30/10, two Dover Police Officers were working Extra Duty providing security at a large function/ DJ Party for Delaware State University Students. It was being held on the fifth floor ballroom area of the Duncan Center. At that time a large fight broke out involving approx 100 students and the extra duty officers attempted to intervene. Additional officers from Dover PD responded to assist. As the extra duty officers were attempting to control the scene, one of the officers was struck in the face by Defendant Zakiya Nashid-Muhammad . While attempting to arrest Nashid-Muhammad, the officers came under attack from other students prompting an "Officer in Distress" radio transmission. A second defendant, Kenneth Campbell was taken into custody at that time after being Tazered. The situation continued to escalate and units from Camden PD, Clayton PD, Delaware State Police, Delaware State University PD,Felton PD, Harrington PD and Milford PD responded to assist the 22 Dover Officers already on Scene. Additional arrests included Def Ellis Hester for charging and striking an officer, along with Def Keon Hampton who also charged the officers. Both Hester and Hampton resisted arret and were also Tazered. The riot spilled out into the parking lot where Def Theron Edghill and Def Cortney Banks were arrested for failing to disperse and resting arrest. All of the defendants were charged with disorderly conduct and other related charges. Two (2) Dover Police Officers received minor injuries but did not require treatment. It took approximately 40 minutes to get the scene under control and to clear the other agencies that responded.See additional complaint numbers 50-10-2445, 2450, 2451 and 2457.
